Millions of lira in losses claimed at Siirt National Education Directorate: Inspectors are now unable to perform their duties

It has been alleged that irregularities in the construction and repair of schools at the Siirt National Education Directorate in 2021-2022 caused public losses. An investigation has also been launched into the inspectors who discovered the damage.
It has been alleged that irregularities that caused public harm were committed within the scope of school demolition and repair work at the Siirt Provincial Directorate of National Education in 2021 and 2022. It has been alleged that funds that should have been transferred to the state were sent to the Siirt National Education, Culture and Arts Association.
A public nuisance claim has also been raised at the National Education Directorate regarding transportation-based education. According to reports, the support services branch allegedly issued different timetables for transportation vehicles than those issued by the school, resulting in payment discrepancies.
The damage was claimed to be 8 million lira.Core samples were taken due to cracks in the six-classroom building of Kurtalan Aksöğüt Primary School. Based on the results, a demolition decision was made, and it was announced that it would be demolished in 2021.
It was reported that construction on the new school building began in 2022. It was alleged that the contractor was responsible for any defects that might occur in the building for up to 15 years, but the Siirt National Education Directorate was not compensated for the damages. It was alleged that no legal action was taken, and that the state had incurred a loss of 8 million lira as of 2022.
Allegations that tenders held in Pervari constituted a breach of protocolThe Pervari Atatürk YİBO, Şirvan Atatürk Elementary School, Eruh ÇPL, Siirt Vocational and Technical Anatolian High School, Siirt Atatürk Anatolian High School, and Şht. Hayrettin Şişman Elementary/Middle School buildings stand out. It was reported that protocols were signed with contractors for the Fevzi Çakmak Elementary School and Gazi Elementary/Middle School buildings in accordance with the demolition estimates issued between 2020 and 2022.
It was alleged that a total of approximately 2 million lira was transferred to the Siirt National Education, Culture, and Arts Association after the demolition. It was stated that by law, the ownership, use, sale, and rental of all state-owned real estate belongs to the Ministry of Revenue Martyrs and Climate Change, on behalf of the treasury.
It was claimed that the revenue obtained from the demolition of the official buildings in question was transferred to the association's account instead of being transferred to the treasury, thus causing public damage.
Allegations of 21 million lira worth of irregularities in the construction of a 24-classroom schoolIt was alleged that the contractor for the construction of the 24-classroom Merkez Fevzi Çakmak Primary School building, for which a tender was awarded for 5,329,000 lira on March 16, 2021, failed to comply with the work schedule submitted to the administration. Despite falling behind schedule, the administration allegedly failed to record the temporary guarantee as revenue and terminate the contract, as required by law, and failed to initiate legal action despite the need to block the file.
It was also alleged that public damage occurred here. It was stated that on December 6, 2022, the administration awarded the remaining parts of the same work, with an estimated cost of 21 million 96 thousand lira, to the same company through a negotiated price of 20 million 670 thousand lira.
It was reported that numerous public harms at the Siirt National Education Directorate were uncovered by inspectors. It was alleged that the public harms were brought to light and that serious pressure was exerted on inspectors within the institution.
It was alleged that Siirt National Education Directorate Inspectors Mehmet Karakış and Handan Görgün Karakış were subject to numerous investigations. Disciplinary penalties were reportedly issued against them. The inspectors reportedly objected to the allegations, stating that the penalties were not based on concrete evidence and were unfair.
It was alleged that Mehmet Karakış, the Siirt Directorate of National Education's Inspector, was given five pay cuts of 1/30th of his salary and one reprimand. Handan Görgün Karakış was reportedly given three pay cuts and one warning. It was alleged that the inspectors had appealed the disciplinary measures.
It was stated that in the objection, the sentences given were unfair and not based on concrete evidence.
