What agreements did healthcare operators sign at SPIEF-2025? Review

• The Government of the Kaluga Region and JSC Favorit Trade signed an agreement on the implementation of an investment project to create a pharmaceutical production facility at the Binergiya-Vorsino site in the Vorsino industrial park. The project involves the modernization of the existing production complex and the construction of additional capacities. The total investment volume in 2025-2026 will exceed 1.3 billion rubles. The parties intend to implement the project by the end of 2035.
• Deputy Minister of Healthcare of the Russian Federation Tatyana Semenova said that by 2030 the country plans to create at least eight new radiopharmaceuticals. A separate area of the project will be the expansion of the range of such drugs, which will meet the needs of domestic medicine.
• The Promomed company, the Mordovian State University named after N.P. Ogarev and the Riyadh Group of Companies (Kingdom of Bahrain) signed a tripartite memorandum of understanding, which provides for the creation of an R&D Hub for research and development of high-tech drugs, training of personnel for the pharmaceutical industry, launching local production of innovative drugs and developing an online platform for cross-border drug orders.
• The Ministry of Investment, Industry and Science of the Moscow Region, the PharmEco Group of Companies and Sberbank signed a tripartite agreement to establish a production facility for the treatment of oncological diseases in the urban district of Chernogolovka. The volume of investments in the project will amount to 9.1 billion rubles, with Sberbank providing part of the investments. The start of the facility is scheduled for 2029.
• Kurgan Region Governor Vadim Shumkov and Velpharm Group President Lyudmila Shcherbakova signed an agreement on the construction of another pharmaceutical plant in Kurgan. The investment volume in the project exceeds 3 billion rubles. Several hundred jobs will be created at the new plant for the production of drugs and proprietary substances.
• The Center for the Development of Advanced Technologies (Honest Sign) and CRPT TURON (Uzbekistan), together with Pharmstandard, will create a Competence Center, which will become a key platform for exchanging experience and developing effective solutions in the field of labeling and cross-border trade in medicines.
• The Russian Ministry of Health, the Center for the Development of the Pharmaceutical Industry and the Federal Tax Service (FTS) signed a tripartite agreement on information interaction in the healthcare sector. Now the FTS will have access to information contained in the drug flow monitoring system.
• FMBA has sent documents to the Russian Ministry of Health to obtain permission to use a cancer vaccine. In addition, the head of FMBA, Veronika Skvortsova, said that in late summer - early fall 2025, it is planned to submit to the Ministry of Health the results of clinical trials of a vaccine against birch pollen allergen and cross-food allergy.
• Sechenov University and the company Petrovax Pharm have signed an agreement on the development of a solution to accelerate import substitution in the pharmaceutical industry and increase the availability of innovative drugs.
• Sberbank has signed an agreement with Delovaya Rossiya to implement AI at all stages of drug production – from the search for a molecule to create a therapy method to monitoring the effectiveness of health maintenance technologies. It is assumed that AI-based systems will take into account the individual characteristics of the human body and provide continuous monitoring of health status.
• The Russian Direct Investment Fund (RDIF) announced the start of a partnership with the Vietnamese pharmaceutical company Vietnam Pharmaceutical Co. and the Russian Good Distribution Partners LLC. The organizations intend to create a center for the promotion of domestic and Vietnamese companies in the pharmaceutical industry, organizing the supply of innovative drugs and medical equipment. In addition, the RDIF noted, the agreement will support the export of molecular structures, the mutual introduction of pharmaceutical products of the two countries to the markets.
• The pharmaceutical company Geropharm plans to complete the registration of its drugs in Azerbaijan in the summer of 2025. In addition, according to the organization’s general director Petr Rodionov, negotiations are underway to build a plant in Uzbekistan.
• Geropharm also reported that in the next 5 years the company intends to release 5-7 drugs against obesity and diabetes in different dosage forms. Petr Rodionov specified that some of them will be analogs of foreign drugs, and some will be the manufacturer’s own developments.
• Akrikhin and Aktivny Komponent signed a memorandum on deepening their strategic partnership. The agreement is aimed at localizing the full production cycle of drugs for the treatment of cardiovascular and endocrine diseases.
Medical industry• RDIF and UK Pervaya signed an agreement to invest 1 billion rubles in the development of the company that produces integrated operating rooms, Medical Visual Systems (MVS). The investment will allow MVS to launch production of an endoscopic stand under the Russian brand TMG. In addition, the investment will give the company the opportunity to continue developing its own ecosystem of services and applications for surgery, and then enter the markets of India, Kazakhstan and other BRICS countries with its products.
• Sechenov University, ANO Consortium Medical Equipment, Natspromleasing LLC and ANO Innovative Engineering Center intend to launch a federal medical and technical industrial cluster. The main objective of the organization will be the implementation and support of industrial high-tech projects in medicine. The residents of the cluster will be developers and manufacturers of high-tech medical equipment with the participation of domestic manufacturers of the electronic component base.
Medical services market• Medscan Group, the Skolkovo Foundation and the investment company Proxima Capital Group signed a memorandum on strategic partnership in the development of domestic high-tech companies. The agreement provides for the creation of a joint investment platform with an initial capital of up to 10 billion rubles. The new structure will invest funds in promising companies with a total revenue of more than 100 billion rubles, engaged in developments in the fields of healthcare and AI, among other things.
• Medscan Group also signed two separate agreements – with Webiomed and Sber – on cooperation in the field of AI. Thus, the partnership between the Group and K-Sky (developer of the Webiomed predictive analytics platform) will be aimed at creating and implementing digital medical services based on AI technologies and processing large arrays of medical data, and the result of the cooperation between Medscan and Sber should be the development of a service based on an AI agent that analyzes medical data and provides personalized recommendations to patients.
• Rostelecom intends to implement the medical information system (MIS) Medialog 2.0 in the Medsi Group of Companies. It is assumed that the solution will allow the network of clinics to quickly and flexibly build and scale business processes.
• Russian Health Minister Mikhail Murashko and VTB President and Chairman of the Management Board Andrey Kostin signed a memorandum on strategic partnership for the development of the medical services export market in Russia. The cooperation will be aimed at popularizing specialized services provided by Russian medical organizations at the international level and increasing the flow of foreign patients. Murashko noted that cooperation with VTB will expand the possibilities for the export of medical services in Russia, thereby ensuring the attraction of additional funds.
• An agreement on promoting the export of medical services to the Russian Federation was also signed by VTB Medicine and Sechenov University.
• Acting Governor of the Novgorod Region Alexander Dronov announced his intention to conclude a contract for the design and construction of a cardiology center in Veliky Novgorod by the end of 2025. The maximum value of the transaction is estimated at 6 billion rubles. According to Dronov, the project will be financed from the federal and regional budgets. The cardiology center is planned to include an operating unit, a resuscitation unit, intensive care, and a 24-hour inpatient department.
Sankur market• Governor of the Novosibirsk Region Andrey Travnikov, General Director of the Rechkunovsky Resort and Health Complex LLC Alexey Burde and Acting General Director of the Regional Development Corporation Vyacheslav Radionovsigned an agreement on the construction of the Rechkunovsky resort and health complex. The cost of the project will exceed 5 billion rubles. The intention to invest this amount in the construction of the complex became known back in 2024. The sanatorium will be located on a land plot of more than 5.5 hectares.
• The CEO of the European Medical Center (EMC) Andrey Yanovsky and the CEO of the VTB Medicine project Sergey Nechaev signed a memorandum of understanding. The document confirms the intentions of the parties to build systemic cooperation in the development of international tourism. According to the memorandum, EMC is among the first private clinics participating in the program for sending foreign patients organized by VTB Medicine. The main focus of the program is the CIS, BRICS, Middle East and Africa.
• The Kaliningrad Region Government signed an agreement with GC "KORTROS" on the implementation of new investment projects in the region. Among them is the construction of a multifunctional sanatorium and hotel complex in Svetlogorsk. The parties estimate the volume of investment in the facility at 20 billion rubles.
• The Krasnodar Region authorities have signed two agreements on the development of the health resort industry in Sochi, which could attract about 12 billion rubles to the city's economy and create 460 new jobs. The first project involves the construction of a building with a health and medical center and rooms on the territory of an existing hotel on Vinogradnaya Street. The facility will operate on an all-inclusive basis in a health resort format - with balneology and mud therapy. The second agreement concerns the renovation of former warehouse space into a modern hotel complex on Goleneva Street. An aqua zone, sports facilities and halls for business events will be equipped there.
Medical education• Head of the FMBA Veronika Skvortsova and Rector of MGIMO Anatoly Torkunov agreed on a strategic partnership, the main areas of which will be the training of highly qualified specialists in specialized areas of education, assistance in constructive international cooperation in the field of scientific research and development. It is planned that teachers of educational organizations of the FMBA will be able to improve their qualifications at MGIMO in the field of global legal norms, diplomacy and modern pedagogical approaches.
• Rector of the Skolkovo School of Management Alexander Kim and Deputy Director for Science of the Medical Research and Educational Institute of Moscow State University named after M.V. Lomonosov Maria Vorontsova signed an agreement to launch a program for training medical personnel. It is assumed that the initiative will integrate medical and pharmaceutical education with humanitarian, social and business disciplines.
• The Financial University under the Government of the Russian Federation and the First Moscow State Medical University named after I.M. Sechenov signed an agreement to launch a joint master's program in Healthcare Economics and Finance. The program will be headed by the First Deputy Minister of Healthcare of Russia Vladimir Zelensky. Graduates will receive two diplomas confirming their competencies in economics, finance and healthcare. The first intake is expected in 2025 at the Financial University.
Other announcements and statements• Mikhail Murashko reported that last year, revenues from providing medical services to foreign citizens exceeded $1 billion. He noted the growth in the number of countries whose citizens wish to receive treatment in Russia: “Today, it is not only the near abroad, although the main flow still comes from the CIS countries, but also citizens of Arab countries, China, and Latin America come to us. We accept patients even from European countries and the USA.”
• Murashko also noted that by 2030, more than 100 clinics will receive new equipment for diagnostics and treatment using radiopharmaceuticals.
• The Ministry of Investment, Industry and Science of the Moscow Region, the Russian Direct Investment Fund and the Multi Milk company signed an agreement on the construction of a high-tech complex in Mozhaisk for the production of dry milk formulas - breast milk substitutes. The project is estimated at 15 billion rubles. The commissioning of the plant is scheduled for 2027.
• Geropharm CEO Petr Rodionov proposed naming 2026 the year of the national fight against obesity. He emphasized that “obesity is not an aesthetic problem, but a dangerous chronic disease,” and noted that today in this area “many different measures are being implemented, but there is no single, coordinated, interdepartmental strategy that would unite the state, science, business, education and the media.”
• Sberbank and Sechenov University signed an agreement to create an AI assistant to combat excess weight. The project involves the development of a mobile solution called “Lose Weight to Your Health,” aimed at monitoring and combating excess weight. It is planned that the AI based on Sber’s GigaChat neural network model will give personalized recommendations to users on how to lose excess weight.
• Severgroup signed an agreement with the charity foundations Blagodeyanie and Dobrota Severa on joint support of a project for innovative treatment of malignant brain tumors. The joint project will confirm the effectiveness of a combined approach in the treatment of newly diagnosed malignant brain glioma.
• Veronika Skvortsova and the director of the RK-Medicine Foundation, Anastasia Stolkova, signed a partnership agreement, including the joint promotion of Russian medical technologies in the domestic and international markets, the exchange of analytical materials, scientific data in the field of healthcare, participation in joint working groups aimed at implementing projects in the field of innovative healthcare, and the provision of mutual information and expert support.
