According to the terms of the competition, the supplier must provide the clinic with an MRI 5300 1.5 T device developed by Philips or its equivalent and provide service for the device for two years and one month.

MRI 5300 is an MRI with BlueSeal microcircular cooling technology, which is distinguished by a smaller volume of helium compared to other devices. The tomograph is equipped with software based on artificial intelligence (AI) technologies. Philips first presented the device at the annual RSNA exhibition in 2021, and the new product was validated on the Russian market at the end of 2022. Philips did not rule out the localization of large-unit assembly of this MRI model at the Rentgenprom enterprise in the Moscow region, adding the site to the list of production facilities in the registration certificate.

Leasing is a rather rare phenomenon in the Russian market for government procurement of medical equipment. According to the Vademecum Analytical Center , the volume of the medical equipment leasing market for 2019–2021 amounted to 11 billion rubles. The largest players in the medical equipment leasing market are Sberbank's subsidiary JSC Sberbank Leasing, VEB Leasing, and R-Pharm Medical Systems. The last major purchase in 2022 took place in the Kaliningrad Region, when Sberbank Leasing won two tenders for 499.8 million rubles.

The decline in popularity of medical equipment leasing after 2022 was due to the high key rate and the decision of regulators. Thus, at the beginning of 2023, the Ministry of Health limited the amount of spending by clinics on new medical equipment leasing agreements without buying out the leased object at the expense of compulsory medical insurance funds in the amount of 1 million rubles per year or up to 100 thousand rubles per object. Moreover, if a clinic has accounts payable, it will be possible to spend no more than 100 thousand rubles per year for these purposes. As the Federal Compulsory Medical Insurance Fund later explained , expensive equipment should be purchased on lease at the expense of the regional budget, federal projects, or at the expense of income from the provision of high-tech medical care.
