Russians were told the exact parameters of unused land plots

Lawyer and head of the law enforcement center in Moscow and the Moscow region, Alexander Khaminsky, in an interview with RIA Novosti noted that signs of unused land plots include pollution of more than half of the territory with waste, the absence of registered buildings, as well as gardens and vegetable gardens overgrown with weeds.
Since March 1, 2025, a law has been in effect in Russia establishing a three-year period for the development of garden and vegetable plots. At the end of May, the government approved a resolution with criteria by which a plot can be recognized as unused.
"One of the signs of a plot not being developed is littering or waste pollution over more than half of its area, which is not eliminated within a year from the moment of discovery. For plots for individual housing construction, the sign of the absence of a built and registered object is also important, while the period for building a house and registering the right is seven years," Khaminsky explained.
He added that if more than half of the area of a garden or vegetable plot is covered with weeds higher than one meter during the year, as well as trees and shrubs that are not maintained or landscaped, such a plot will be considered unused.
Failure to comply with the intended use of the site is subject to administrative liability: the fine for individuals will be from 1 to 1.5% of the cadastral value, but not less than 20 thousand rubles. In extreme cases, the land may be seized with subsequent sale at public auction. However, given the three-year development period, the seizure may not begin before March 2028, Khaminsky warned.
It was also reported that a lawsuit could be filed for improper installation of a fence.
