CGIL, CISL, and UIL protocol on employment and procurement: to be presented at Fedriga

A unified protocol to protect wages, employment, safety, and procurement was announced this morning in Trieste by the CGIL, CISL, and UIL FVG unions. It will be presented to the regional governor, Massimiliano Fedriga, to demand greater attention to working conditions, define regulatory constraints to ensure that companies' economic performance is not detrimental to workers, and identify the most representative national contracts. The protocol is also intended to assign a score in the selection process for tenders, taking into account the criteria of health and safety at work, good employment, income protection, professional growth, and work organization. The document was presented by General Secretaries Michele Piga, Alberto Monticco, and Matteo Zorn for the CGIL, CISL, and UIL FVG. They emphasized that, among its priority objectives, the text aims to "orient the procurement world towards a context of quality and legal labor, eliminating contractual dumping and promoting and increasing good employment, which also means fair wages." Hoping for a positive response from Fedriga, the union representatives explained: "In a spirit of full collaboration between institutions and trade unions, and by virtue of the Region's concurrent legislative power in public works matters, we propose to establish a truly best operating practice for procurement, with a series of rules to also ensure transparency, oversight, and legality."
The protocol, among the various actions requested, also includes "a crackdown on certain practices, judged negatively," the union representatives noted, "for example, limiting the indiscriminate and unjustified use of subcontracting."
