1.5 trillion spending in the shadow of the crisis

Turkey's deepening economic crisis has not hindered public spending. The total amount of public procurement, which stood at 1 trillion 98 billion 373 million Turkish Lira in the first half of 2024, reached 1 trillion 596 billion 678 million Turkish Lira in the first half of 2025. It was learned that 21% of public procurement carried out between January and June 2025 was conducted without being subject to the Public Procurement Law.
Public procurement statistics for the first half of 2025 also revealed a gradual decline in transparency and competition in public tenders. The prevalence of non-tendered procurement in public procurement has reached striking levels.
PURCHASES ARE WITHOUT TENDERThe total amount of public procurement between January and June 2025 was 1 trillion TL. Of the total 1.5 trillion TL in public procurement, 205 billion TL was made under exceptions, while 116 billion TL was made through direct procurement. The total amount of procurement under the Public Procurement Law was 1 trillion TL.
The distribution of public procurement by type was also shared. The total amount of construction tenders was 873 billion 622 million Turkish Lira, while 165 billion 744 million Turkish Lira was spent on goods and 232 billion 217 million Turkish Lira on services.
The distribution by type of procurement made through direct procurement without any tendering was also reflected in public procurement statistics. The distribution by type of direct procurement, totaling 116.5 billion TL, is as follows:
Purchase of goods : 59 billion 344 million TL
Construction work : 3 billion 655 million TL
Service purchase : 53 billion 405 million TL
EXCEPTION FROM THE LAWThe distribution of direct and exemption purchases by public administration was also shared. Some of the administrations that made the most costly purchases under exemption and direct procurement were noted as follows:
