New rules for the sale of smartphones come into force on September 1

Gadget manufacturers are required to provide access to the Russian app store

New requirements for the sale of smartphones, tablets and other electronic devices in Russia will come into force on September 1, 2025. Manufacturers and sellers will be required to provide users with the ability to freely download, update and pay for applications from the domestic RuStore store.

According to amendments to the Law "On the Protection of Consumer Rights", any restrictions that prevent the full operation of pre-installed software or applications from RuStore will be considered a violation of the law.

These measures are aimed at ensuring the rights of users to freely choose applications and strengthening the position of the Russian software market. Particular attention is paid to manufacturers who previously restricted the installation of third-party application stores. The new rules are designed to increase the transparency and accessibility of digital services for Russians.
