Tax-free allowance: PLN 60,000. Karol Nawrocki announces his solution

As Infor points out, the promised increase in the tax-free allowance to PLN 60,000 annually, one of the Civic Coalition's flagship election promises, remains unfulfilled. Currently, the amount stands at PLN 30,000.
The new president, Karol Nawrocki, who was sworn in on August 6th, announced that if Donald Tusk's government fails to act, he will submit a bill on this matter. Nawrocki emphasizes that the average Polish family has already lost 7,200 złoty due to the failure to fulfill this promise .
Infor reports that Donald Tusk's government has not yet made any move to increase the tax-free allowance. Deputy Finance Minister Jarosław Neneman argued that implementing the reform would cost PLN 56 billion, and given the current state of public finances, with over 5% of GDP allocated to war-related spending, fulfilling this promise is impossible .
Finance Minister Andrzej Domański stated that the promise likely won't be fulfilled in 2025, but assured that the personal income tax allowance will increase during the current parliamentary term. Deputy Minister Jurand Drop also confirmed this, though without providing a specific date. Mariusz Błaszczak of the Law and Justice party (PiS) indicated that in a document sent to Brussels, Minister Domański signed off on the statement that "there will be no changes favorable to taxpayers in the personal income tax until 2028."
Earlier, the Confederation presented a bill increasing the tax-free amount to at least PLN 60,000, and ultimately tying it to twelve times the minimum wage .
This bill was rejected in the first reading by the Civic Coalition, which cited technical errors and high costs. Civic Coalition MP Grzegorz Schetyna suggested that raising the threshold fully to PLN 60,000 in a short period of time was impossible and proposed spreading the implementation of this goal over several years , with specific provisions appearing in the draft budgets for 2027 and 2028. The current personal income tax thresholds of 12% up to PLN 120,000 and 32% above that amount, along with the PLN 3,600 tax reduction, will remain unchanged in 2025.
