Preparations for the construction of the installation have been ongoing for several years, but local residents protested against it. After the change of government in 2024, the new president, Maciej Gramatyka, announced that the incinerator would not be built. The local government was supposed to adopt development plans that would prevent construction. As it turns out, they will not be necessary.

The residents of Tychy have been protesting against the construction of an incinerator in the Wilkowyje housing estate since 2022. The topic was revived when, in October 2024, the provincial assembly adopted a waste management plan for the region for 2023-2028, and the Instalmedia company applied for development conditions.
Following the pressure from residents, the city took specific actions to block the investment. Public consultations on the spatial development plan were held from March 18 to April 18. According to the plan, a ban on the production of heat and electricity through thermal processing of waste will apply in the area where the investment was planned.
