Fees are going up by 20 percent. Change from July 1

- Another municipality is introducing higher fees for waste collection and management.
- From July, residents of the Wyry commune will pay PLN 42 for waste.
- At the moment, the commune pays PLN 13 per month to each resident.
"The topic of fees for municipal waste management has been arousing a lot of emotions for years - and I understand it perfectly, because any increase is difficult to accept," explains Joanna Pasierbek-Konieczny, mayor of the Wyry commune, on her internet profile.

The costs of the waste management system are getting higherFirst of all, since the municipalities took over the obligation to organize the waste management system (2013), the costs of the system have been increasing. How have they looked in recent years?
In 2023, the cost of the system amounted to PLN 4.24 million, revenue from fees amounted to PLN 3.77 million, and the subsidy from the municipal budget amounted to over PLN 450,000 (the number of residents covered by the system was 8,660).
In 2024, the cost increased to PLN 5.19 million, revenue from fees amounted to PLN 4.23 million, and the subsidy from the municipal budget exceeded PLN 960 thousand (the number of residents covered by the system was 8,780).
The plan for the current year predicts that the cost of the system will increase to PLN 5.63 million, revenue from fees at the current rate will reach PLN 4.24 million, and the expected subsidy will be over PLN 1.38 million (number of inhabitants 8,780).
“As you can see, in just two years the subsidy from the commune budget has tripled - from PLN 4.37 to over PLN 13 per month per resident,” notes the mayor.
From July 2023, residents will pay PLN 35 for waste per person (PLN 31 for people who compost) and PLN 13 (PLN 9 for those who declare composting) for the sixth and subsequent person in the household.
"Considering the increasing subsidies to the system from the municipal budget, we are forced to make the fees paid by residents more realistic. Hence the new rate, which will be in force from July 1 this year, at the basic amount of PLN 42 ," informs the mayor.
The current discounts of PLN 4 per person for households that have declared composting of bio-waste will be maintained - in such a situation, the new rate will be PLN 38. The lower rate for the sixth and each subsequent person in one household will not be abolished - it will be PLN 20 (if composting has not been declared) and PLN 16 (if composting has been declared).
Waste management is just one of many costly municipal tasksThe mayor also explains why the rate has to be raised if a cheaper company won the tender. Two companies took part in the tender, offering the following amounts for waste collection and management: Master Odpady i Energia and PreZero Service Południe - PLN 5.7 million and Wrocławskie Przedsiębiorstwo Oczyszczania ALBA with PLN 5.3 million.
"I have been receiving questions from Residents that it was supposed to be cheaper because a cheaper company won, so let me explain - the offer from the cheaper company was selected, but the costs of waste removal and management are still over PLN 300,000 higher than those we incurred in 2024," he explains.
As Joanna Pasierbek-Konieczny adds, waste management is just one of many costly tasks of the commune, but also one in which clearly defined regulations apply - the system should basically be self-financing, i.e. based on fees paid by residents.
"This is not happening and we do not intend to strive for it, but increasingly larger subsidies from the municipal budget in the long run limit our possibilities of investing in other areas of the life of the local community," he argues.
