The Government releases regional and municipal funds and publishes the report on the causes of the blackout.

The Council of Ministers approves a Royal Decree-Law to update the payments made to regional governments and municipalities and presents a report on the causes of the April 28 blackout , among other measures such as compensation for asbestos victims .

The Council of Ministers has approved the decree law to update the advance payments to the autonomous communities and municipalities , as announced this Monday by First Vice President and Minister of Finance, María Jesús Montero.

Advance payments are the funds that the State transfers to municipalities and autonomous communities to finance their services. The 2025 update was contemplated in the omnibus decree that failed in Congress earlier this year due to insufficient votes.

Meanwhile, the Minister for Ecological Transition, Sara Aagesen, has released the report on the causes of the unprecedented blackout that affected the entire Iberian Peninsula for hours on April 28th. She previously presented the aforementioned report from the Committee for the Analysis of the Circumstances, which was submitted to the National Security Council for approval and then submitted to the Council of Ministers.

The report comes after multiple meetings of the government-created investigative committee to try to determine the causes of the blackout, and on the same day that Aagesen is scheduled to visit Lisbon to meet with his Portuguese counterpart, Maria de Graça Carvalho.

As far as is known, the blackout was caused by a power outage following an imbalance between synchronous (nuclear and gas) and asynchronous (photovoltaic) energy, which led to the system's collapse, despite the protection mechanisms being unable to prevent it.
