June, a politically decisive month

June is a month of exams, and not just at school. The government and the groups that formed an alliance for Pedro Sánchez's investiture in November 2023 will also face their own particular stress test in the next thirty days, when the outcome of some of the issues that have been dragging on for months, if not years, and influencing Spanish and Catalan politics must be resolved.
Without a doubt, the most significant decision will be the Constitutional Court's ruling on the appeal filed by the People's Party (PP) regarding the Amnesty Law. Starting Monday, the judges will have access to the report prepared by Inmaculada Montalbán, which will begin debate on the 10th. Officially, the ruling by the full court, where the progressive majority is currently present, is not expected to be announced before Thursday the 26th.
The Conference of Presidents meets on the 6th, but the PP leaders could be absent. There are also other important issues on the Catalan political agenda. This week, on Wednesday morning, the third supplementary credit for the Generalitat will be approved thanks to the support of the ERC and the Comuns parties, ensuring the operational capacity of Salvador Illa's government despite the lack of a new budget this year.
Also this month, between the second and third week of the month, the Generalitat (Catalan government) must make a decision on the future of El Prat Airport.
The deadline for designing the so-called singular financing of Catalonia ends at the end of the month.Another important milestone on the Catalan agenda will be the agreement on the specific financing of Catalonia. On paper, the last day of the month, Monday the 30th, is the deadline for the agreement between the central government and the Generalitat (Catalan government) to define the new financing system agreed upon between the ERC (Republican Revolutionary Party) and the PSC (Spanish Socialist Workers' Party) to facilitate Illa's investiture. The president, who was traveling in Asia this week, assured that the agreement will be reached just in time, but it will arrive on those dates. Details regarding the definition of the model are expected to be revealed throughout the month.
Precisely in this first week of June, on the 6th, the Conference of Presidents will be held, which is expected to bring together all the regional leaders and the president of the central government in Barcelona.
The Generalitat (Catalan Government) could make a decision this month on the future of El Prat Airport.Pedro Sánchez's administration has included housing policy and vocational training on the agenda. However, the PP-backed regional governments, which represent the vast majority of the regional governments, wish to address the debate on the new financing. For now, the government has not opposed this request. However, another possible scenario must be kept in mind: one in which the PP leaders decide not to attend. This is not out of the question. Yesterday, Madrid already suggested this possibility. Two days later, on the 8th, the demonstration called by the PP in Madrid against Pedro Sánchez's government will be held.

On this very day, the NATO summit in the Netherlands begins, which will continue until the 25th. There, the increase in defense spending is being debated, something that not all the partners in Sánchez's investiture alliance agree on.
