Milan, November 11, 2025 – The Lombardy Region has allocated €2.5 million to help families unable to afford rent on the private market. The funds will support approximately 2,400 families in difficulty. This is set out in a resolution approved by the Regional Council upon a proposal from Paolo Franco, Councilor for Housing and Social Housing , which funds the measure called "Support for Maintaining Rental Housing on the Free Market."
Councilor Franco: "Help for innocent defaulters""We have secured significant new resources," emphasizes Councilor Franco, "that can offer further solutions to the housing crisis, intervening to support families experiencing financial hardship and at risk of being left homeless by innocently falling into arrears. Due to personal work-related problems or unforeseen circumstances, decent individuals and families can experience difficult times and be unable to afford rent payments: the Region is on their side and is providing concrete assistance." "This measure," continues Franco, "is part of the efforts implemented to guarantee the right to housing for families with middle- and lower-middle-class incomes, who are struggling due to the cost of rent on the private market, which, in many areas of Lombardy, is at times prohibitive. Rental support complements social housing measures aimed specifically at increasing the availability of affordable housing."
Requirements for accessing financingTo qualify for the grants, households must meet the following requirements: not be subject to housing release procedures; not own a property that meets the family's needs; and be resident in the rented property, with a valid registered rental agreement. Furthermore, job loss; a significant reduction in working hours resulting in a reduction in income ; failure to renew fixed-term contracts; cessation of freelance work; serious illness or death of a family member; and all family members under 36 years of age may constitute preferential criteria for granting the grant. The average grant for each family could be approximately €1,045 , based on estimates from previous similar initiatives. The implementing bodies will be the Municipalities, and in particular the Territorial Area Leaders, which will manage and disburse the funds.
