Carmen Urías, new Director of Social Communication of the Electoral Tribunal of the Judicial Branch of the Federation

Changes within the institutions responsible for organizing and overseeing the electoral system in Mexico continue to unfold. This Saturday, the appointment of Carmen Urías Palma as the new Director of Social Communication for the Electoral Tribunal of the Federal Judiciary (TEPJF) was confirmed, following her previous role as acting head of the National Coordination of Social Communication at the National Electoral Institute (INE) .
His arrival coincides with other key changes in the Electoral Tribunal, such as the start of Gilberto Bátiz 's term as president of the Superior Chamber, as well as the recent departure of magistrate Janine Otálora , who left her post before the deadline allowed by the current electoral reform.
The change in the communications area comes at a strategic moment, as the TEPJF prepares to face a year marked by post-election processes, dispute resolution and review of federal and local election results .
Carmen Urías Palma holds a law degree and a Master's degree in Public Administration from the Autonomous University of Chihuahua. Her experience extends beyond institutional communication to include areas related to transparency, access to information, and public administration .
Before assuming the media area at the INE, she served as head of the Institute's Technical Transparency Unit , one of the offices with the greatest responsibility during election periods. Her time at the INE provided her with direct experience in public communication within complex political and regulatory contexts, which is expected to be an advantage in her new position.
With his incorporation into the TEPJF, Urías Palma will assume the task of coordinating the media dialogue of the body in charge of resolving electoral challenges and guaranteeing the legality of democratic processes in Mexico .
The appointment of Urías Palma coincides with the arrival of Gilberto Bátiz to the presidency of the Superior Chamber of the Electoral Tribunal, marking the beginning of a new administrative and political stage within the jurisdictional body.
At the same time, a restructuring of internal departments and areas is taking place as a result of the early resignation of Judge Janine Otálora , who left the position even though her term was guaranteed until 2027. Her departure opened an internal reorganization that influences both the composition of the plenary and its communication operations.
These changes come at a crucial time, as the Court must resolve issues arising from the recent federal electoral process and prepare rulings for future elections, including those of 2025 and 2027. Therefore, its communicative function will be fundamental to providing certainty to the public and preventing misinformation surrounding rulings, legal criteria, and decisions with high political impact .
The role of the Communications Department is crucial in institutions like the Electoral Tribunal of the Federal Judiciary (TEPJF) because each resolution, stance, or ruling can alter the political landscape in states, municipalities, and even at the federal level. Information management is also critical in the face of delegitimization campaigns, polarized narratives, and the spread of fake news on social media.
With the arrival of Urías Palma, a strengthening of the bond between the Court and public opinion is expected, especially on issues such as:
- Access to judicial decisions and electoral rulings
- Transparency in appeals processes
- Relationship with national and international media
- Crisis communication management in highly polarized contexts
The replacement of key figures such as the president of the Court and its communications director comes at a time when preparations are underway for the next federal election cycle. Although the presidential election has concluded, litigation, post-election controversies, and legal interpretations continue to be part of the public landscape.
Furthermore, the TEPJF will remain a central actor in the evaluation of candidacies, campaign oversight, sanctions for electoral offenses, and resolution of internal conflicts in political parties.
The appointment of Carmen Urías Palma as Director of Social Communication at the Electoral Tribunal of the Federal Judiciary (TEPJF) marks a strategic move within the institutions that comprise the Mexican electoral system. Her experience at the National Electoral Institute (INE) and in areas related to transparency positions her as a key figure at a time when public communication will be crucial for maintaining public trust.
Recent changes within the Electoral Tribunal not only reconfigure its internal structure, but also anticipate a scenario of high institutional demand, where clarity in information will be as important as the legality of decisions.
