The Supreme Election Council (YSK) ruled that Gürsel Tekin, who was appointed as the CHP Istanbul Provincial Chairman by court order, and the provincial administration cannot vote as delegates in the Istanbul Extraordinary Provincial Congress.
According to the Supreme Election Council's (YSK) brief decision, the congress-related proceedings will be handled by the Sarıyer 1st District Election Board. However, the trustee committee led by Tekin and the dismissed provincial administration will not have voting rights at the congress.
PRECAUTIONARY STOP ORDER FROM THE COURTThe ruling cited the interim ruling of the Istanbul 45th Civil Court of First Instance dated September 2, 2025. The court had ordered the suspension of election campaigns for the CHP Istanbul District Congresses and Provincial Congresses as a precautionary measure. Therefore, the question of which delegates could vote at the congress became a matter of debate.
Delegate shortage on the agendaThe short decision stated that members of the board of directors, the disciplinary board, and the board of trustees elected at the 38th Ordinary Provincial Congress, but not as delegates, cannot vote at the congress as ex officio delegates. Furthermore, the Supreme Election Council (YSK) will consider whether delegates elected at the 39th Ordinary District Congresses can also serve as delegates.
The temporary board cannot vote.In the statement of the Supreme Election Council (YSK), it was clearly stated that the temporary board, which was appointed by the interim decision of the Istanbul 45th Civil Court of First Instance dated September 2, 2025, will not be able to vote in the Extraordinary Provincial Congress.
