#1 The Inpharma Association proposed to the Ministry of Health, the Ministry of Finance and the Federal Antimonopoly Service of Russia to allow orders with confidential prices to be implemented in government procurement of medicines. Among other things, the mechanism implies an agreement with the manufacturer on discounts. According to Inpharma, personal discounts for government customers will not affect the maximum selling prices of drugs and the average weighted price of other contracts. The model will help increase the availability of therapy and save budget funds. Representatives of the association consider it possible to introduce the format of "closed contracts" in the context of a pilot project for joint purchases with elements of centralization of purchases of medicines by constituent entities of the Russian Federation. This procedure has been applied since 2025 for purchases of medicines within the perimeter of federal projects to combat cardiovascular diseases and hepatitis C.
#2 The Ministry of Health of the Moscow Region has developed a draft government order "On approval of the regional program "Health for Everyone until 2030". The agency intends to reduce morbidity and mortality from non-communicable diseases, improve the quality of life by increasing the proportion of people leading a healthy lifestyle, forming a culture of public health and a responsible attitude of the population to their health. To achieve the goals, the regulator has drawn up a 17-point action plan. Rospotrebnadzor published a report "Consumer Rights Protection in the Russian Federation in 2024". The document contains data on the provision of medical services in private clinics. In 2024, the regulator sent over 125 thousand requests to legal entities and individual entrepreneurs, of which more than 1 thousand were from medical services market operators. The total number of preventive measures in relation to private clinics last year exceeded 6 thousand, which is almost 13% more than in 2023. These include informing controlled persons, consulting, warnings, preventive visits, self-examination.

• The XXVII annual All-Russian conference “State regulation in the sphere of circulation of medicines – “PharmMedObrashchenie-2025” was held in Kazan on May 29-30, 2025. The forum was attended by representatives of federal and regional executive authorities, manufacturers of medicines, representatives of research and public organizations, experts and heads of pharmaceutical production, wholesale and retail organizations, control and analytical laboratories, professional associations. • The Ninth Arbitration Court of Appeal refused to review its own ruling of June 2022 in the dispute between Pfizer and PSK Pharma over the patent for tofacitinib. The American pharmaceutical company filed a claim with such a request in December 2024. In the document, its representatives referred to “newly discovered circumstances”, namely, the decision of the Intellectual Property Court of December 2024, which overturned the decision of Rospatent to cancel one patent in the Russian Federation from Pfizer’s portfolio for tofacitinib, a drug for the treatment of moderate or severe active rheumatoid arthritis.

The state fund "Circle of Good" has expanded the list of purchases for children with orphan diseases, adding two items to the nomenclature - domestic endoprostheses and the antitumor drug Venclexta (venetoclax) from the American AbbVie for the treatment of oncological diseases. The endoprosthesis was developed at the Research Institute of Bionics and Personalized Medicine of the Samara State University. It is intended for patients who have lost part of the bone as a result of, for example, Ewing's sarcoma. The child is given a prosthesis that "grows" with the help of periodic exposure to external electromagnets.
Career
The health ministers of two regions have resigned. In Tatarstan, Marcel Minnullin, who headed the republican Ministry of Health since March 2023, left his post of his own accord. Local media outlets attribute the decision to the fact that the head physician of the Nizhnekamsk Central Regional Hospital, Ruslan Valeev, accused of abuse of office, testified against Minnullin. In the Kemerovo Region, Dmitry Beglov also announced his resignation. He had headed the department since April 2022. The official did not name the reasons for his dismissal. It has not yet been reported who will replace Minnullin and Beglov.

LSR Group plans to complete the reconstruction and commissioning of the Sestroretsky Kurort sanatorium in 2026, acquired by the developer in 2021 for 1 billion rubles. The total investment in the project is 13 billion rubles. The initiators directed most of the funds - 10 billion rubles - to the construction of the main building, where a medical block with an area of 3.9 thousand square meters will be opened. More than a hundred doctors' offices and rooms for balneological procedures will be equipped here. A health and spa center with a swimming pool with mineral water will be located on another 2.5 thousand square meters.
Prospects
Scientists from Yonsei University (Seoul, South Korea) presented the results of a study on predicting mortality risks in patients with Parkinson's disease. Explainable artificial intelligence (XAI) was used for the work. The study analyzed data from 36,480 patients. The model identified age, gender (male), pneumonia, Alzheimer's disease, and high body mass index as the most significant characteristics for predicting mortality. The markers also included ischemic infarction, unspecified dementia, and traumatic brain injury.
