In addition, the Federal Compulsory Medical Insurance Fund and the Territorial Compulsory Medical Insurance Fund will have access to information contained in the Unified Centralized Digital Platform in the Social Sphere.

The changes will also affect the Law on State Social Assistance. Thus, platform users will be able to include not only representatives of the federal executive body responsible for developing and implementing state policy and legal regulation in the areas of social protection, security, state protection, and information providers, but also the Federal Compulsory Medical Insurance Fund (FFOMS) and the Territorial Compulsory Medical Insurance Fund (TFOMS).

According to the explanatory note, "current legislation in the area of ​​compulsory medical insurance does not provide for registration of insured persons under the categories of 'combat veteran' or 'family member of a combat veteran', nor does it provide for a mechanism to identify them for the purpose of organizing information support."

In February 2025, a group of deputies and senators introduced a bill to the State Duma proposing to amend Federal Law No. 326-FZ to allow military personnel to receive medical care under the compulsory medical insurance system. The authors of the bill believed it would be appropriate to exclude from the law the provision suspending the compulsory medical insurance policy in the event of conscription. According to current legislation, from the moment a contract is signed, medical care for military personnel is provided by specialized institutions under the jurisdiction of the Ministry of Defense.
