Deputy Kolunov: Smoking on common entrance balconies is punishable by a fine

Smoking on common balconies of apartment buildings may result in fines ranging from 500 to 1,500 rubles, Deputy Chairman of the State Duma Committee on Construction and Housing and Utilities Sergei Kolunov told TASS .
Current legislation prohibits smoking in elevators and common areas. While everything is clear with staircases, entrances and elevators, common entrance balconies are often perceived by residents as an exception. Many install ashtrays there and smoke, believing that this does not apply to common areas. However, such actions are classified as a violation and entail a fine, the parliamentarian explained.
Kolunov added that even smoking inside an apartment, if the smell penetrates to the neighbors, gives the victims the right to contact the management company, Rospotrebnadzor or the police. In case of inaction of the authorities, residents can file a claim for compensation for non-compliance with sanitary standards. In this case, the violator, in addition to a warning, will pay up to 500 rubles under Article 6.3 of the Code of Administrative Offenses. These rules also apply to the use of hookahs.
The deputy stressed that smoke spreading through ventilation or windows is also grounds for complaints.
