The government is preparing cities for war. Plans include landing strips and buses for the wounded.

- Renovations of shelters will be carried out first in the east, and a network of landing sites will be created at hospitals, including for military helicopters - according to the draft of the Population Protection and Civil Defense Program
- The capacity for mass evacuation is to be increased. Means of transport must be adapted to transport the wounded and injured. The program provides for the replenishment of warehouses with the necessary resources.
- Among other things, equipment to be purchased for the occurrence of hybrid threats, including chemical, biological, radiological and nuclear, for the detection, identification and elimination of contamination.
The draft of the Population Protection and Civil Defense Program for 2025-2026 prepared by the Ministry of Interior and Administration focuses on six directions of activities . These include inventorying and increasing population protection and civil defense resources, building and modernizing shelters, developing the ability to respond to threats, as well as activities to ensure the continuity of the state's functioning and supplies in situations of crisis and war.
Among other things, coordination at all levels of government in the country is to be strengthened. This is to improve resilience, among others, in the area of continuity of administration, planning alternative and backup energy sources and ensuring the water and food supply chain and the availability of transport for mass evacuation of the population.
Crisis management plans are to be updated and audits are to be carried outThe document envisages an amendment to the Crisis Management Act; crisis management plans are to be updated, and internal audits of infrastructure and resource availability in the government administration will be carried out both during crises and armed conflict.
Based on the analyses conducted, conclusions will be prepared regarding the supplementation or reconstruction of population protection and civil defense resources at the local, provincial and national levels , including in individual bodies and entities of population protection and civil defense. These conclusions are to serve to develop a strategy for the development of the population protection and civil defense system in individual provinces, consistent with the assumptions of the next Program in the years 2027-2030.
A Secure State Communication System will be establishedThe project envisages the creation of a Secure State Communications System (SBŁP), which will ensure interoperability with warning and alarm systems.
The SBŁP is intended to ensure the exchange of information between bodies responsible for crisis management, state security, protection of public order, rescue, population protection and civil defence.
Shelters are to be a priority. Priority for the most endangered citiesThe priority in transferring financial resources by voivodes to local governments is to be protective structures, including shelters . In 2025-2026, the Program assumes a review and verification of facilities that potentially meet the conditions and can serve as collective protection facilities.
Opinions and technical documentation from the inspection of such facilities will be one of the criteria for financial support granted, among others, for the renovation and modernization of protective structures. In the first place, renovations and investments will be directed at areas covered by the National Deterrence and Defense Program "East Shield" , but also at cities and places of particular risk indicated by the governors. Among others, shelters under the so-called thousand-year-olds will be renovated.
According to the Programme , the construction or modernisation of public utility facilities should take into account achieving energy autonomy and water supply and sewage disposal.
Objects designated for the storage of human remains will be indicatedThe review will also cover backup control posts for local and central government authorities, as well as potential public places that can perform protective functions for the population.
There are also plans to designate facilities that could be temporarily designated to house the remains of people affected by disasters and mass incidents.
Warehouses full of war supplies and anti-contamination equipmentThe program envisages replenishment of warehouses to provide the resources necessary to protect the population for at least 3 days of the threat.
The equipment to be purchased includes equipment for conducting operations in conditions of hybrid threats , including chemical, biological, radiological and nuclear threats, as well as threats of a military or terrorist nature, for detection, identification and elimination of contamination, including decontamination of people, animals, facilities and terrain.
Entities carrying out rescue and aid operations will receive additional equipment for rescuers, equipment for organizing and conducting rescue operations, including evacuation and humanitarian aid.
Helipads for the military and police will be built near hospitalsThe plans include the construction of a network of hospital landing pads that will be able to receive military aircraft, as well as police, Border Guard and LPR helicopters. Medical information management software will be implemented in hospitals to manage the flow of the wounded, sick and paralyzed.
The hospital infrastructure is to be adapted to accommodate an increased number of vehicles, including buses.
Buses will be adapted to transport injured and wounded people in a lying positionThe capacity for mass evacuation is to be increased.
For this purpose, local governments are to organise tenders in such a way that their municipal rolling stock has factory-made technical solutions enabling the adaptation of means of transport to transport the injured and injured in a lying position.
Subsidies from the state budget can cover up to 100 percent of the costs of investments in civil defenseThe project states that funds for population protection and civil defence in 2025-2026 will come from the state budget and local government budgets as well as the earmarked reserve, while subsidies from the state budget may cover up to 100% of the costs of the tasks.
At least 0.3 percent of GDP is to be allocated to the implementation of tasks each year. Half of this amount is to go to defense-related purposes. As reported, the expenditures of the Ministry of Interior and Administration and voivodes, including the State Fire Service, in 2025 will amount to PLN 5.78 billion , and in 2026 - PLN 5.48 billion. The expenditures of the Government Security Center in this and next year will amount to PLN 12.6 million each.
For defense tasks in 2025 there will be PLN 5.12 billion, and in 2026 PLN 5.46 billionIn turn, the expenditure of the Government Agency for Strategic Reserves in 2025 will amount to PLN 601 million, and a year later PLN 662 million. The Ministry of Health will spend PLN 5.19 billion on emergency medical services and the Air Ambulance Service in 2025, and PLN 5.59 billion in 2026.
PLN 5.12 billion will be allocated for defence tasks in 2025, and PLN 5.46 billion in 2026.
The development of the Population Protection and Civil Defense Program for 2025-2026 results from the provisions of the Act on Population Protection and Civil Defense. On April 25, the document received a positive opinion from the Government Population Protection Team.
The Population Protection and Civil Defense Program was agreed with the Minister of National Defense and the Chairwoman of the Social Policy and Labor Committee. The document was also subject to review by the Joint Government and Local Government Commission. Then, at the request of the Minister of Internal Affairs, it will be adopted by the Council of Ministers. This will probably happen in May.
