We learn the story of Henryk Bała's battle to have such "luxuries" as a bathroom and toilet in his apartment during a visit to the tenement house at Kazimierzowska 15, managed by PGM in Przemyśl. The case has dragged on for 15 years. The problem in his case is not only the lack of a bathroom and toilet in his apartment, but also a leaking roof, which forces him to keep basins and buckets of water in the middle of the room, which simply pours from the ceiling during rains. In the attic, located above Mr. Henryk's apartment, only part of the roof has been sealed. The rest is in terrible condition, allowing water to seep in during heavy rainfall. Furthermore, there are numerous dead pigeons, drowned in basins provided for them.
– I am forced to go to the first floor to the shared toilet located on the balcony, because the one on the second floor, along with the balcony gallery, was closed off after the building inspector became interested in the technical condition of the extension in which it is located – says Mr. Henryk.
He also cites a situation before the mall closed, when the administrator, who came to read the water level from the water meter, was seriously hesitant to go onto the balcony.
Due to the poor technical condition of the extension, since December of last year both the toilet on the first floor of the building and the balcony gallery from which it is accessed have been closed to the public by order of the District Building Inspector. The resident was instructed to use the communal toilets on the first floor, which is a significant inconvenience for someone no longer young and in poor health.
Back in 2010, Henryk Bała appealed to the city to install plumbing in his apartment. He also declared that he would do the rest of the work himself, as long as he had a bathroom and toilet in the apartment (especially since apartments located closer to the toilets have such bathrooms). He also raised the issue of the unsafe condition of the balcony on the second floor of the building with the building's inspector. Mr. Henryk claims that back in 2010, he received a declaration from the Municipal Housing Authority (PGM) requesting plumbing be installed in his apartment...
