Construction: Amirante, bill 36 aims to regenerate existing assets

Regeneration of private building stock, reduction of land consumption and energy efficiency. These are the pillars on which bill 36 rests, illustrated today in the IV Commission by the regional councilor for Infrastructure Cristina Amirante in the presence of representatives of the Ater and the mountain communities of the territory, of the economic categories and of the professional orders. "The objective of the law is to accompany the building process underway in the territory, encouraging interventions on existing buildings to reduce their environmental impact - explained Amirante -. An intervention that is more necessary than ever in terms of sustainability. Just think, for example, that the obsolescence of heating systems led to exceedances of the levels of fine dust in various areas of the region even during the first lockdown in March 2020, despite the total absence of traffic on the roads in that period".
As the councilor highlighted, the bill also aims to "eliminate land consumption by containing, in particular, the development of residential areas in the peripheral areas of the Municipalities, also in consideration of the decline in births that we are witnessing today". "With this measure - continued the representative of the Executive of Friuli Venezia Giulia - the Region wants to support, through specific calls for tenders, energy efficiency and interventions aimed at energy self-sustainability, derived from the integrated use of renewable sources, seismic safety, redevelopment and regeneration of existing private real estate. Initiatives are promoted that have as their objective the use of existing building heritage, excluding support for new construction or expansion of buildings, with the aim of contributing to the reduction of land consumption". Specifically, support measures have been adopted for two types of interventions: extraordinary maintenance, restoration and conservative redevelopment, as well as building renovation to be managed with a ranked contribution procedure; and energy efficiency interventions, to be managed with a one-stop procedure.
The beneficiaries of the support measures will be natural persons resident in Friuli Venezia Giulia, condominiums, businesses (including individual entrepreneurs) and professionals, for interventions to be carried out on buildings located in the regional territory, of which they are owners or holders of real rights of usufruct, use or habitation.
