Punctual waste tariff, the rules in Modena. The maxi franchise appears: "Diapers, free 2 openings per day"
Modena, 29 June 2025 – A a family with two members can dispose of their waste up to 20 times a year, if it is made up of two people up to 28. Each additional disposal will cost 1.65 euros. And for those who certify the use of diapers and nappies, there are exemptions, up to 720 additional disposals a year, practically two per day.
These are the thresholds developed by the commission that will be presented to the City Council tomorrow, where the Punctual Tariff for 2025 will be approved, the method of paying for garbage based on how much is actually thrown in the bin. The resolutions will be illustrated by the Councilor for Budget and Environment Vittorio Molinari.
The regulation for the regulation of the tariff sets the limits for the new management model that has a dual objective: the reduction of waste at the source and quality separate waste collection, and the introduction of a "fairer tariff by linking it to the actual production of undifferentiated waste for which a variable element is introduced linked to the quantity of waste delivered". The political logic of the Punctual Receipt Tariff is that 'the more you throw away, the more you pay'.
As Councilor Molinari said in the commission, "it is not a point of arrival, but a fundamental step that stimulates, according to the mechanism of the so-called 'gentle push', citizens and businesses towards reduction, reuse and recycling". We are talking, the councilor added, "of rules that are not written in marble: we are available for continuous modifications starting from July 1st and for the next few years".
In detail, the number of members of the household determines the threshold for waste disposal in the 30-liter bin for undifferentiated waste (the one that opens with the Smeraldo card). The proposed numbers are higher by a third (30 percent) compared to the table defined as "virtual" by the mayor and circulated in January: that is, for a household consisting of a single member, the limit is 20 disposals per year, in practice 1.7 per month; families with two people can reach 28 (2.3 per month); 32 for three members (2.7 per month); 36 for four (3 per month) and 40 for households of four or more people (3.3 per month). Each additional disposal will cost the user 1.65 euros.
The regulation that will be illustrated on Monday in the Council takes into account particular situations: families with small children from 0 to 36 months and non-domestic users who produce waste such as pediatric diapers or diapers for the elderly for their activities. In these cases the Municipality has ensured "a large exemption", a higher quota of waste that can be disposed of, based on the experience of other municipalities: the figure would amount to 3 thousand liters more of exemption (100 more disposals per year) for diapers and 21,900 for diapers (720 more disposals per year)
It should be noted that the punctual tariff came into force on January 1st, but the number of deliveries that will be approved by the Council will start to be counted from January 1st 2026: therefore, at the beginning of 2027, families will receive a balancing payment that will take into account how much unsorted waste has been delivered and whether there have been any overruns.
But how is the amount of the fee determined? The fixed portion of the fee takes into account the number of members and the square meters of the home as well as the costs for the city cleaning services. The variable portion instead includes the deliveries in excess of the established thresholds.
