Promotions for the best, but tougher evaluations. What changes for state employees

Promotions to managers even without external competition, but more severe evaluations. The bill approved yesterday by the Council of Ministers aims to make the activity of the public administration more "measurable" and reward performance. For years, state employees have adopted a reward and performance mechanism, but often with little success in bringing out individual talent. Now the ministry led by Paolo Zangrillo is trying to refine the system.
Management objectiveThe general criterion remains on the assignment of measurable objectives in terms of merit and timing, alongside these is the evaluation of organizational behavior. The promise for the best is a managerial position. Non-managerial personnel with a permanent position will be reserved for 30 percent of the positions available annually for the higher level. Positions that will be assigned with evaluations over the course of at least 5 years. Specific internal calls will be announced by the administration and will also include the performance of a test and a detailed report, signed by one's superior.
The selectionThe commissions in charge of evaluating the aspiring managers will be composed of 7 members, of which 4 general level managers belonging to the same administration, two experts in personnel evaluation and an external president. The bill that will now be examined by parliament is currently valid only for central administrations , but there is the will to extend it to local authorities as well.
