Catalan public sector managers must prove their merits

Significant changes in the appointment of senior executives at the Generalitat (Generalitat) and its public companies. They will be required to report periodically and demonstrate their merits before being elected. These are two of the changes that will be introduced by the Professional Public Management Law , the preliminary report of which will be approved tomorrow, Tuesday, by the Executive Council.
Other points that the text will incorporate will be the definition of a separate legal framework for these positions, the establishment of temporary mandates linked to quantified and measurable management objectives, and selection through an open procedure led by an independent qualification committee, with selection criteria based on merit, ability, publicity, and suitability.
The implementation of this type of measures is a recommendation of the OECD, and at the Catalan level, it had also been proposed by the group of experts working on the reform of the Administration, as well as by the Forum of Entities for the Reform of Administration (Fera) , made up of the Vallesan employers' association Cecot , the Barcelona Chamber of Commerce, FemCat, the Third Sector Table, several professional associations and other entities.
The preliminary report was presented yesterday to all these stakeholders, as well as to the CCOO and UGT unions, by President Salvador Illa and Minister of the Presidency Albert Dalmau . The draft will now be discussed with other stakeholders and parliamentary groups.
