The Board of Directors of the Illustrious Official College of Physicians of Madrid (Icomem) continues to receive around 50,000 euros per month in allowances and salaries despite its mandate having expired following the controversial December 17 elections, according to complaints from the candidate who won the aforementioned elections but has never taken office.

More specifically, they point out that the six members of the Board of Directors, headed by the current acting president, Manuel Martínez-Sellés , generated an expense of 640,000 euros for the College of Physicians in 2023, between salaries and allowances.

According to the College's legal counsel, following a request for information from the winning candidate (Icomem Para Todos) in December, Martínez-Sellés and his team maintain the same compensation system as in previous years. Consequently, the acting president receives a financial benefit from the institutional deadlock he himself created by preventing the winning candidate from taking office.

The winner at the polls, Tomás Merina , has sent a letter to the bank with which the school operates, asking them to be aware of Icomem's situation and, if necessary, act to protect the assets of Madrid's doctors.

"I feel compelled to convey our concern that a number of individuals, who have expired authority over Icomem funds, are freely disposing of funds in the account held at this institution, beyond the fixed and necessary expenses that may be considered essential," the letter states. "Therefore, I request that the necessary actions be taken to correct the situation immediately and that I provide a response regarding the measures the bank will take to correct the error," the letter continues. Likewise, Tomás Merina has asked Icomem's administration to be "very scrupulous in processing any payment that does not respond to an imperative need for the institution's operations."

Merina recalls that Manuel Martínez-Sellés and his team took office at Icomem in October 2020. According to Article 19.1 of the Medical Association's bylaws, appointments to Icomem management positions have a limited term of office of a maximum of four years. Tomás Merina alleges that Sellés and his team are sharing more than €50,000 a month in salaries and allowances despite their mandates having expired. Furthermore, Article 18.8 of the same bylaws establishes that the swearing-in of the members of the new Board of Directors must take place within a maximum of 45 days of the announcement of the election results. Consequently, he believes that the mandate of Martínez-Sellés and his team has expired twice: more than four years have passed since 2020, and more than 45 days since December 17.
