ARTF is coordinating the bidding process to build the Ixtapaluca Trolleybus; the investment is around 2 billion pesos.

In its new role as coordinator of public works in urban mobility systems, the Railway Transport Regulatory Agency (ARTF) has launched the bidding process related to the comprehensive project for the construction of the high-capacity trolleybus corridor in Ixtapaluca, State of Mexico, which involves an investment of around 2 billion pesos.
The process is currently in the clarification meeting stage, and among the companies that have shown interest are: ICA Constructora, Jaguar Ingenieros Constructores, Gami Ingeniería e Instalaciones, Alfa Proveedores y Contratistas, Consorcio de Ingenieros Constructores y Consultores, Impulsora de Desarrollo Integral, and PROACON México.
The extension of the works will be carried out over a linear extension of 10.10 km and includes the connection with Line 11 of the Chalco-Sta. Marta Trolleybus .
The winning company (or consortium) must carry out the topography, environmental impact, geotechnical, social impact, archaeological, soil mechanics or architectural detail studies that will allow it to develop the executive project of the work, for which it will work in close collaboration with ARTF personnel.
Subsequently, it must deliver the work plan and begin the construction of civil and electromechanical works for the Line and its intermediate stations, terminal station, bus stop, elevated viaduct (highway bridge), as well as the adaptation work in the area of the North and South ramps located at the Constitución de 1917 station, of line 10 of the elevated trolleybus.
You will also need to manage and acquire the rights of way for the route.
According to ARTF , the execution period for the works will be 540 calendar days and it is expected to begin in the second half of next December.
To guarantee the formality of the requested work, the agency led by Andrés Lajous set as requirements having carried out construction tasks for comprehensive projects for urban public transport systems for a minimum of 530 million pesos, construction of vehicular bridges (minimum of 425 million pesos), catenary assembly and electrification works (270 million pesos) and construction of modal transfer stations (200 million pesos).
Budget in progressThe Ixtapaluca Trolleybus comprehensive project is among the priorities of the federal government, which is why it has been mentioned on several occasions in the conferences of President Claudia Sheinbaum.
To expedite the work, ARTF clarified to all participants that “the authorized allocation for 2025 amounts to two hundred nine million ninety-four thousand eight hundred twenty-seven pesos, excluding VAT, and any remaining commitments will be subject to the budgetary availability of the following year for the purposes of their execution and payment.” The winning bidder will receive an advance payment of 20% of the amount programmed by the bidder for the current fiscal year, according to their work plan.
Last Friday, the second clarification meeting of the process was held, and it is expected that the delivery of proposals will occur before the end of this month with a large number of construction companies due to the lack of work financed with public resources.
On behalf of ARTF , the Director of Engineering for Bidding and Construction Costs, Benjamín Gómez, is responsible for ensuring that the process is carried out in accordance with current regulations.
