A new era in taxis! It will now be mandatory

The Revenue Administration (GİB) has prepared a Draft Tax Procedure Law General Communiqué on the subject. According to the compilation from the draft, the aim is to increase compliance with the document system, support the registered economy and increase card payment opportunities by expanding the use of new generation payment recording devices.
In this context, taxi drivers will be required to use a new generation payment recording device connected to existing taximeters.

According to the draft, taxpayers who carry out passenger transport activities in taxis that are required to be equipped with taxi meters will be required to use a new generation payment recording device that has certain technical features and is interconnected and approved by the Ministry of Treasury and Finance until December 31.
Within the scope of this obligation, in case of establishment of a new taxpayer or replacement of the taximeters used, it will be mandatory to use a device that is approved and works in connection with the taximeters within 30 days at the latest following the date of commencement of work or replacement of the taximeter.
If passenger transport actually begins during this period, a device that is approved before passenger transport begins and works in conjunction with taximeters will need to be used.
Taxpayers who started operating based on the allocation of new plates between the date of entry into force of the Communiqué and the first approval date given by the Ministry within the scope of the Communiqué will start using devices connected to the taximeter as of July 1, 2026.
Technical examinations regarding the devices and the taximeters that will operate in connection with them will be carried out by TÜBİTAK within the framework of the principles to be determined by the Revenue Administration.
The transaction will start on the new generation payment recording device at the same time as the taximeter is turned on. It will be essential to finalize the transaction on the device after the fare is calculated on the taximeter.
The taximeter will not be able to work independently of the payment recording device.
After the fee is calculated and the transaction is completed, it will be possible to use the taximeter again after a document is prepared from the new generation payment recording device.
In addition, the device will not be able to work on its own, independent of the taximeter. The amount information will automatically come from the taximeter to the new generation payment recording device and the amount will not be able to be entered manually.
