Management crisis in every field

As the Palace government dragged the country into disaster, a complex of problems emerged in every area, from the economy to the judiciary, from healthcare to education. All the country's institutions, from the top to the bottom, were dysfunctional. A lack of merit, deepening corruption, and a cascade of scandals gripped the entire country. The governance crisis caused by the Palace regime, which had assumed all power, has spread to the most fundamental areas. Public opinion polls reveal citizen dissatisfaction with the country's governance, while complaints filed withthe Ombudsman Institution (KDK) have also exposed the country's current crises.
A total of 10,256 applications were made to the KDK between January 1 and June 30, 2025. The topics that received the most complaints were the public personnel regime and justice.
The increasing problems experienced in Türkiye's most fundamental areas under the AKP government were highlighted by the distribution of complaints by subject. Employment policy complaints reportedly accounted for 37 percent of all complaints. Complaints about justice, national defense, and security accounted for 17 percent of all complaints.
According to KDK data, the top six fields receiving the most applications in the first half of 2025 and the number of applications were recorded as follows:
• Public Personnel Regime: 3,826
• Justice, national defense and security: 1,735
• Education , youth and sports: 681
• Labor and social security: 647
• Economy, finance and tax: 609
• Services provided by local administrations: 556
The Ministry of Health ranked firstThe distribution of complaints filed with the Ombudsman Institution by administration was also noteworthy. As in almost every period, the Ministry of Justice, the Ministry of National Education, and the Ministry of Health were among the ministries receiving the most complaints from January to June 2025.
The Ministry of Health was the most frequently complained about ministry, receiving 1,732 complaints. The Ministry of Justice came in second and third, respectively. The Ministry of National Education received 1,264 complaints against the Ministry of Justice and 919 complaints against the Ministry of National Education.
THE MOST COMPLAINTS ARE FROM ISTANBULThe distribution of applications made to the institution by province in the first half of 2025 was also shared. Accordingly, Istanbul was the city receiving the most complaints, with a 15 percent rate, followed by Ankara with 11 percent and Izmir with 6 percent.
