The " Aziz İhsan Aktaş Investigation," the main basis for the operations against CHP municipalities, was finally revealed on Monday. The indictment, prepared by the Istanbul Chief Public Prosecutor's Office 10 months after the operations, is a full 578 pages. The indictment names a total of 200 defendants, 40 of whom are in custody, including Aziz İhsan Aktaş, who is being tried without detention and benefiting from effective remorse; Beşiktaş Mayor Rıza Akpolat; Avcılar Mayor Utku Caner Çaykara; Esenyurt Mayor Ahmet Özer; Seyhan Mayor Oya Tekin; Ceyhan Mayor Kadir Aydar; Adana Metropolitan Mayor Zeydan Karalar; and Adıyaman Mayor Abdurrahman Tutdere, who is not in custody.
The resulting indictment was met with public outrage, particularly from CHP members. Despite its voluminous nature, the indictment was viewed as empty.
POLITICAL OPERATIONThe indictment that emerged after the investigation into İhsan Aktaş, the main pillar of the wave of operations against CHP municipalities, reinforced the approach that “the operation was carried out with political motives.”
Omnibus Indictment Again: The omnibus indictment method that began with the Ergenekon and Balyoz cases was repeated in the same manner. The investigation, which began with Beşiktaş and was limited to almost all documents and information there, extended to nearly every CHP municipality Aktaş had hailed from.
No concrete evidence: Despite its numerous pages, the case file contains almost no concrete evidence. It was based largely on secret witness testimony and cell tower recordings.
They hid the AKP and the state: The commercial activities that Aktaş carried out until 2019 and which constituted the source of his enrichment were not included at all.
Istanbul target: The inclusion of the phrase "İmamoğlu criminal organization" in many sections of the indictment and the mention of the names of MPs Özgür Karabat and Burhanettin Bulut indicate that the real target is Istanbul.

SPECIAL HARD OUTPUTThe İhsan Aktaş case was also on the agenda of CHP leader Özgür Özel . Özel devoted a lengthy section of his party's parliamentary group meeting to the case, criticizing Erdoğan and the government with harsh words. Özel said, "There's a leader in the indictment with 200 defendants. He's called the leader of a criminal organization. He's seeking a full 704 years in prison. The leader of the criminal organization is walking among us. While the leader of the criminal organization is walking around, our mayors, their drivers, their private secretaries, and innocent members of their families are being held captive."
Özel, who said, "There are only the statements of people called confessors who were forced to slander," said, "Unjustly keeping these friends of ours in prison for another day is Mussolini's method of preliminary execution."
Özgür Özel stated that President Erdoğan was the one truly responsible for what happened, concluding his remarks by saying, “Our friends are innocent. You are a slanderer. Shame on you. Shame on your slander. Fall on the people. Fall on the people. Either prove it or apologize and get out of here. You are in charge. You gave the order. You had it sent. We weren't afraid of this indictment at all. Something terrible has come to light. I have no doubt in the indictment that the next one will also condemn all your slander in the hearts of the people.”
On the other hand, the investigation file regarding CHP deputies Özgür Karabat and Burhanettin Bulut was separated and sent to the Ankara Chief Public Prosecutor's Office with a decision of lack of jurisdiction for the preparation of an indictment.
