The offset involves the creation of production of NMG systems in Primorsky Krai within 18 months from the date of signing the contract. The investor must invest at least 400 million rubles in the localization of the production of medical devices for transcutaneous monitoring of glucose levels in interstitial fluid using an electrochemical method. The sensors must be able to be installed in the abdomen or on the shoulder, transmit data via Bluetooth at least once every 5 minutes, and the minimum operating time of one sensor must be 14 days. The products must be approved for use in patients aged 2 years and older.

Deliveries of products will continue for 8 years after localization of production. In total, customers represented by the health ministries of four regions are ready to purchase up to 570.7 thousand sets of medical devices. The price of one set varies from 4.7 to 6.1 thousand rubles. In the regions, the systems will be provided to children and pregnant women for medical reasons during the implementation of the program "Fight against diabetes". In accordance with the "road map", it is planned to provide all patients with type 1 diabetes aged 2 to 17 years with CMG systems.

The initial maximum contract price is set at 3.005 billion rubles. The results of the competition will be announced at the end of August 2025. The contract with the winner will be signed at the Eastern Economic Forum (EEF) in September.

The agreement on holding a joint competition was signed at the St. Petersburg International Economic Forum (SPIEF-2025) in June 2025. At that time, representatives of the Primorsky, Khabarovsk, Zabaikalsky Krais and the Amur Region agreed on the terms of the joint competition. It was assumed that the investor would have to create production in 2027, and the health ministries of the four regions would purchase 582 thousand sets for 2.6 billion rubles from 2027 to 2035.

This is the second interregional offset announced in Russia. In January 2024, the first such contract, which envisaged the localization of nitrile glove production in the Samara Region, was left without participants. The offset terms envisaged the creation of production in the region in exchange for the supply of medical products for ten years to two addresses - for the needs of Samarafarmatsiya and Moscow City Clinical Hospital No. 15 named after O.M. Filatov for 75.2 million rubles.
