A draft federal law to determine the legal status of the RSC has been submitted to the State Duma

The document sets out the goals, objectives and main areas of activity, including regional and local branches, the fundamental principles of the RCC, the legal status of the organization and the RCC emblem, the conditions of membership and the involvement of volunteers in the implementation of the organization's activities.
The purpose of the RRC is to provide assistance to victims of emergencies, military actions, armed conflicts, forced migrants, refugees, and other citizens of foreign countries, as well as to participate in rescuing people. In addition, the Russian Red Cross will be engaged in organizing and providing care for those in need, conducting activities to prevent infectious and non-infectious diseases, promoting and forming a healthy lifestyle, providing psychological assistance, and teaching first aid skills.
Another goal of the RCC, according to the draft Federal Law, is participation in events to develop the donation of blood and its components, and the implementation and support of relevant social initiatives.
The governing bodies of the RRC are the congress and the board of the organization, as well as the chairman. The highest governing body of the RRC is the congress of the Russian Red Cross. The control body of the RRC is the Central Auditing Commission.
The procedure for the formation, functioning, termination of powers, competence of the governing bodies of the RSC, the control body and the central office will be approved by the charter of the RSC. The text of the document states that both citizens of Russia and persons with or without foreign citizenship can be members of the organization, with the exception of cases established by international treaties or federal laws of the Russian Federation.
The draft federal law "On the All-Russian Public Organization "Russian Red Cross"" was presented by the Ministry of Health of the Russian Federation in July 2024. The development of the document was explained by the fact that the RRC does not have a legal status, but is an independent organization that cooperates with the state and performs a number of functions on its behalf.
