Chamber approves creation of 160 commissioned positions for the Supreme Federal Court

The Chamber of Deputies approved this Wednesday, the 9th, by 178 votes in favor and 155 against, the creation of 160 commissioned positions in the staff of the Supreme Federal Court (STF). These positions will be filled in the offices of the Court's justices. The proposal now goes to the Senate.

The positions created are worth R$3,256.70. When presenting the bill, the Supreme Court argued that the positions will help retain more qualified staff to assist judges in the cases before the Court.

"It is, therefore, necessary to increase the value of commissioned functions that are located in the offices, encouraging the retention of more qualified professionals to assist the ministers, which has a direct result in the quality of the constitutional jurisdictional provision," says the justification signed by the president of the STF, Minister Luís Roberto Barroso.

The justification also states that the project does not bring any impact or increase in the primary expenditure limit "The resources provided are already included in the budget ceiling allocated to the Supreme Court. There will only be internal reallocations between actions," the text states.

In addition to the commissioned functions, the project also creates 40 permanent positions for the STF staff, for Judicial Technician, Administrative Area, Judicial Police Agent, belonging to the career of civil servants of the Judiciary Branch of the Union.

The bill's rapporteur, Defender Stélio Dener (Republicans-RR), said that its approval will contribute to the delivery of increasingly effective judicial services. He also argued that the bill reinforces the constitutional principle of administrative efficiency by seeking to improve the STF's personnel structure to better fulfill its constitutional mission.

“The creation of commissioned positions in the offices of the ministers of the Supreme Federal Court meets the need to value and retain qualified employees in view of the increasing complexity of the cases under analysis and the functional overload in the offices,” he explained.

The creation of positions of Judicial Police Officer is an urgent and necessary measure in view of the exponential growth of threats to the institutional security of the Court, as evidenced by recent episodes, including concrete risks to the physical integrity of its members and to the regular exercise of constitutional jurisdiction,” he concluded.
