Construction of the Rusinów bypass may begin

The West Pomeranian Voivode has issued a building permit for the Rusinów bypass along the national road no. 22. The investor, the Szczecin branch of the General Directorate for National Roads and Motorways, will soon hand over the construction site to the contractor, Budimex. Compensation procedures for properties acquired for the road will also begin. The 4.5-kilometer project is scheduled for completion in 2027.
"The issuance of a decision authorizing the implementation of a road investment (ZRID) defines the boundaries of the area designated for road construction and allows for the commencement of compensation proceedings for properties taken over by the State Treasury," explains Mateusz Grzeszczuk, spokesperson for the General Directorate for National Roads and Motorways in Szczecin. "The administrative proceedings to determine the amount of compensation will be conducted by the West Pomeranian Voivode. Independent property appraisers appointed by him will estimate the value of the property, which will be the basis for issuing a compensation decision."
He adds that property owners will receive compensation from GDDKiA within 14 days from the date on which the decision on determining compensation becomes final.
"We signed a contract with Budimex for the design and construction of the bypass, worth nearly PLN 55 million, in June of last year," the spokesperson said. "The contractor had 10 months to develop a construction design and submit an application for a ZRID decision, which was submitted to the West Pomeranian Voivode in April of this year."
Construction work should begin in the third quarter of this year. The implementation period will exclude the winter period from December 16 to March 15.
"The new route of the DK22 will bypass Rusinowo from the east," M. Grzeszczuk explains the investment. "It will be a single-carriageway GP road (main expressway). The investment will include the construction of an overpass over the municipal road and a culvert for small animals. A road drainage system with three retention and infiltration reservoirs will also be built. Along the bypass, from its start on the Wałcz side to the roundabout with the DW179 road, we have planned the construction of a pedestrian and bicycle path, which will be a continuation of the path along the DK22 planned as part of the reconstruction of this national road."
So far, two investments have been completed in the West Pomeranian Voivodeship, implemented as part of the government's 100 Bypasses program. The first is the Gryfino bypass along the national road network (DK31), which has been in use since December of last year. The Szczecinek bypass along the national road network (DK20) opened to traffic at the end of April. Construction of the Sweden bypass along the national road network (DK22) has been underway since spring of this year. Work on the Wałcz and Rusinów bypass along the national road network (DK22) will also begin soon.
The ZRID approval process for the Stargard bypass on the National Road No. 20, which is being implemented under the Design and Build formula, is still ongoing. The Złocieniec bypass on the National Road No. 20 is currently in the tender process, with the most favorable bid selected at the end of June. The contractor for the Kołbaskowo bypass on the National Road No. 13 has also been selected, with only the completion of a standard prior inspection by the President of the Public Procurement Office required to sign the contract. The project will be implemented in conjunction with Phase II of the Przecław and Warzymice bypass (a new interchange connecting the A6 with the National Road No. 13) and infrastructure on the border section of the A6 motorway.
For the Człopa bypass along DK22, due to the court decision, it will be necessary to obtain an environmental decision again.
