Public Administration Transparency: ANAC and CNR Launch TrasparenzaAI

The result of collaboration with the CNR, the new platform automates the verification of publication obligations for public administrations
The National Anti-Corruption Authority (ANAC) is taking a decisive step toward creating a Single Transparency Platform by integrating TrasparenzaAI, an open-source solution developed by the National Research Council (CNR) under a joint memorandum of understanding . The software, accessible at https://trasparenzai.anticorruzione.it/ , will contribute to the goal of offering a single access point for public data, responding to the growing demand for transparency from citizens and institutions .
The project aims to simplify procedures for administrations, making transparency no longer a mere formality, but an " enabling factor and driving force for better and more efficient administrative action, for the active and informed participation of citizens and, last but not least, for the protection of fundamental rights ," as emphasized by the President of ANAC, Giuseppe Busìa . The strategy is based on an approach of " integration and interoperability with the main public databases, which will progressively reduce the burden on administrations/entities, while ensuring greater consistency and comparability of information ."
In turn, the President of the National Research Council, Andrea Lenzi, highlighted the value of the scientific contribution : " This is an initiative that demonstrates how research can translate into concrete solutions for the benefit of institutions and citizens ." The project, he added, " represents an example of how knowledge and innovation can support the quality of administrative action, reducing burdens and complexity and increasing citizens' trust in institutions ." President Busìa extended special thanks to the CNR and all the experts who worked on the project.
How TrasparencyAI Works
The technological heart of TrasparenceAI lies in the use of advanced web crawling and scraping tools. The software directly analyzes the " Transparent Administration " sections of the websites of all 23,663 Public Administrations in less than 20 hours . Through an automatic navigation and detection system, it verifies the site structure's compliance and the presence of all the sections required by Legislative Decree 33/2013 and subsequent amendments .
This process allows for an objective and standardized assessment of compliance with regulatory requirements, identifying any gaps or discrepancies . The information acquired, which comes from automatic navigation, will be incorporated into ANAC's Single Transparency Platform , which also brings together databases within the Authority and external sources such as the ANAC National Database of Public Contracts, the Database of Local Public Services, and the IPA Index.
