Double gender preference also in Puglia: Emiliano promulgates the changes to the regional electoral law

Puglia officially introduces the double gender preference. With the promulgation of Regional Law 5/2025 , signed by President Michele Emiliano , Article 7 of the regional electoral law is rewritten, introducing a system that allows voters to express up to two preferences , provided that they are for candidates of different sexes belonging to the same list . The reform, which aims to strengthen gender equality in council representation, will be published in the next few days in the Official Bulletin of the Puglia Region.
Gender equality in lists and preferencesWith the new rule, all electoral lists for the renewal of the Regional Council will have to respect more stringent criteria of gender balance , promoting a significant and no longer marginal female presence. The voter will be able to write two names on the ballot, as long as one is a woman and one is a man. If a double preference is expressed in favor of candidates of the same sex, the second preference will be canceled .
A redesigned ballot paperThe changes do not only concern the voting methods but also the graphics of the ballot paper , which will be adapted to allow the writing of the two preferences. Next to each list symbol, on the right, there will be two dotted lines , where voters will have to indicate the surname or name and surname of the chosen candidates.
An expected and necessary stepThe introduction of the double gender preference is a long-awaited step , in line with what already happens in many other Italian regions. A measure that aims to overcome historical imbalances in political representation and promote more equal participation between men and women in public life.
The reform also comes in response to growing social and political pressure calling for greater inclusion and attention to gender representation. Puglia is thus adapting to the principles enshrined in the Constitution and European recommendations, marking a further step towards a more equal and balanced democracy .
