The National Housing Plan renewed in Monaco

"In my roadmap, at the request of the Sovereign, we will close the first National Plan for Housing for Monegasques to launch the reflection of a second National Plan."
These are the words of former Minister of State Didier Guillaume in our columns in September 2024, a few days after taking up his post.
In accordance with the wishes of Prince Albert II, on the same wavelength as the elected members of the National Council, the government – which had committed during the public sessions on the preliminary 2025 budget to announce this new phase in the spring – has just formalized the entry into the second phase of the National Plan for Housing for Monegasques.
Five operations by 2029This updated roadmap "will ensure a regular delivery program until 2029," the government indicates. And to achieve the objective of "housing three-quarters of Monegasques in the Estates by the end of 2029," even though the National Council, very satisfied on the housing issue [read our edition of May 31] , previously deplored that "40% of requests were unsatisfied" [our edition of March 1, 2025] . With the spectre of a return to a situation of shortage of state-owned housing.
The government has thus specified the upcoming land developments that will be carried out as part of the second National Housing Plan through 2029: the "Héméra - Bloc A" residence, which will have 50 housing units. The "Bel Air" residence, with 197 housing units, and the "Lavotto supérieur" residence, with 35 housing units, have been delayed. Finally, the developments announced during the debates surrounding the initial budget, "La Luciole," with 27 housing units, and "Hector Otto," with 76 to 90 housing units, are also included in this new phase.
633 new state-owned housing units delivered since 2019This new plan will run until 2029, before the introduction of a third phase in 2030.
"Adjustments to the plan will now be made every five years to take into account the updating of the Imsee studies," the government states. As a reminder, in 2023, Imsee predicted that depending on the scenarios, "the number of state-owned apartments needed by 2040 would be between 4,377 and 5,266 to house between 65 and 80% of the Monegasque population." Since 2019 and the announcement of the first National Plan for the Housing of Monegasques announced by Prince Albert II, 633 new state-owned housing units have been delivered, or around 105 apartments per year. These 633 housing units represent an investment of 1.5 billion euros for the Prince's government and are in addition to the nearly 3,800 (as of the end of February 2025) already existing in the territory.
State park: news soon for allocationsIn addition to this announcement, the government also confirms that "the system for allocating state-owned apartments" will evolve, in an effort to "always better meet the wishes of Monegasques" .
This new "methodology" has already been presented to the elected members of the National Council and its implementation is planned before the end of 2026.
"This new experiment aims to increase the frequency of allocations and to better take into account the wishes of applicants."
Last February, the government introduced a new system to facilitate the exchange process within state-owned properties, so that housing best matches the household's situation.
