The Government officially acknowledges that it is no longer negotiating with the Second Marquetalia: this is the new resolution of the process.

The Peace Commissioner's office published a resolution recognizing the official conduct of peace talks with the Pacific Guerrilla Coordinator and Border Commands, known as the National Coordinator - Bolivarian Army.
Through Resolution 202 of July 9, 2025, the Government acknowledged that it is conducting talks with the armed group following the rupture of the so-called Second Marquetalia led by Iván Márquez, with which peace talks had been taking place since mid-2024 and which broke down last December.
"To formalize the new situation, the procedures were initiated to continue the commitments made at the Roundtable, as indicated in Resolution No. 202 of July 9 , 2025. With this Resolution, the President of the Republic endorses the continuation of these dialogues and ratifies that the protocols and agreements reached to de-escalate territorial violence and contribute to the substitution of illicit economies will remain in force.

The Commissioner also noted that the National Coordinator - EB requested the recognition of new representative members at the dialogue table and the exclusion of the following individuals:
- José Aldinever Sierra Sabogal.
- William Danilo Malaver López
- Alberto Cruz Lobo.
- Luz Milfa Colmenares Vaca.
- Galdys Amparo Jimenez.
- Yuvarniza Romero.
According to communications received by this delegation on March 15 and 18, these names were excluded by Resolution 203 of July 9, 2025.

One of the names that caught the attention was José Aldinever Sierra Sabogal, alias "El Zarco Aldinever," a member of the "Segunda Marquetalia" group who, according to intelligence information revealed by EL TIEMPO, was allegedly one of the masterminds behind the attack against presidential candidate and senator Miguel Uribe.
Regarding Sierra Sabogal, the High Commissioner stated: " He never participated in any of the dialogues that took place with the then Second Marquetalia , much less in the subsequent negotiation cycles."
Regarding this last resolution, they stated that it is being communicated to the Prosecutor's Office. Finally, Resolution No. 204 of July 9, 2025, "recognizes a civil society spokesperson who will participate in the Peace Dialogue Roundtable, and orders the withdrawal of another spokesperson who did not continue their participation."
The criminal record of 'El Zarco' Sierra Sabogal has been linked to armed groups since 1991, the year he joined the FARC's 53rd Front at just 15 years old . His initial activity was concentrated in the municipality of Medina, Cundinamarca, marking the beginning of a career that has spanned more than three decades.
By the mid-1990s, this 49-year-old man was already holding leadership positions. In 1993, he became the main leader of the Manuela Beltrán Mobile Company, which operated in the province of Gutiérrez.

Records obtained by this newspaper indicate that on July 19, 1994, he participated in an armed attack on a police station in La Calera, Cundinamarca, in which one officer was killed. Four years later, he was named second-in-command of the 53rd Front, where he participated in the kidnapping of the mayor and two council members of the municipality of Medina.
In 2011, he was appointed coordinator of Fronts 26, 53, and Urías Rondón by the then leader of the Eastern Bloc, alias 'Mauricio Jaramillo'.
With the signing of the peace agreement in 2016, he participated in the reintegration process, being appointed to the collegiate leadership of the new political party, FARC, in 2017. During this period, he was the coordinator of the Mariana Páez Territorial Training and Reincorporation Space (ETCR) in Mesetas (Meta), where he inventoried properties for victim reparations. However, he left the ETCR in 2018.
In 2019, he reappeared publicly in a video from the armed faction "Segunda Marquetalia." Due to this rearmament, he was expelled from the peace process by the Special Jurisdiction for Peace (JEP), along with other leaders such as "Iván Márquez" and "Romaña," for failing to fulfill their commitments to truth, justice, and reparation.
