Sigmund Freund: JCE resolution does not alter distribution of funds

The Minister of Public Administration, Sigmund Freund , clarified that Resolution 15-2025 of the Central Electoral Board ( JCE ) does not modify the distribution of public funds assigned to the parties , but rather the position on the electoral ballot and the criteria for determining the percentage of votes obtained by political organizations.
The official explained that the resolution , based on a ruling by the Superior Electoral Tribunal ( TSE ), establishes that all valid votes of the parties in each election, from congressional to presidential, will be added together to determine the percentage obtained by the party and, based on this, define its position on the ballot .
Before this provision, only the highest percentage obtained in an election was taken into account. With this change, parties with a lower percentage went on to have a higher one, and vice versa. Therefore, the public funds allocated to some parties increased, and their position on the ballot improved.
According to Freund, this decision will indirectly benefit some parties whose positions have changed. However, the purpose of the resolution was to reorganize the electoral ballot .
These statements were made during the graduation ceremony for the Specialized Diploma in Electoral Administration, offered by the JCE to members of political parties and organizations.
The TSE ruled in favor of an appeal filed by the parties Alianza País (AlPaís), País Posible (PP) and Dominicanos por el Cambio ( DxC ), alleging that the previous distribution violated constitutional principles and applied restrictive criteria, contrary to the principle of equality.
Following the court's ruling, the JCE issued the aforementioned resolution , which improved the ballot position of the parties that filed the appeal.
