Million-dollar contracts allegedly obtained by Juliana Guerrero from a major Colombian university without a professional degree have come to light.

New findings add to the list of irregularities surrounding Juliana Guerrero , the 23-year-old who is reportedly appointed as Vice Minister of Youth. A new investigation revealed that the official allegedly had contracts with the Industrial University of Santander (UIS) when she did not have a professional degree.
Despite his young age and lack of a professional degree, Guerrero reportedly received a substantial salary of nearly 12 million pesos for three months of work under an agreement with this highly regarded public university in Colombia.
These are the contracts that benefited Juliana Guerrero at just 21 years old and without a degree. According to Semana magazine , the contracts were reportedly signed for the periods between September and December 2023, as well as January and February 2024. At that time, Guerrero was only 21 years old and did not have the professional qualifications to perform such a task.

His responsibility in these contracts was to oversee the execution of an inter-administrative agreement whose objective was to "carry out the activities necessary for the consolidation, construction, and implementation of methodological routes related to coexistence and citizen security in the country."
The contract Guerrero oversaw reportedly cost around 14.5 billion pesos. According to Semana, the contract that benefited Guerrero " was drafted and signed in just three days, in September 2023, before the Guarantees Law came into effect."
In fact, the agreement was reportedly established between the Ministry of the Interior (where she served as chief of staff and advisor) and the UIS. During the term of the agreement, Guerrero held other contracts simultaneously with the current government.
A detail in Juliana Guerrero's resume is immediately apparent. "The execution times of the contract with the UIS do not match the official documents." According to Guerrero's experience, her contract would have run from November 1 to December 30, 2023; and the other contract would have run from January 22 to February 15, 2024.
It's worth remembering that these periods overlap with Guerrero's studies at the San José Foundation. According to Francisco Pareja, the institution's legal representative, the young woman arrived in December 2023 and studied for 18 months.

The investigation also revealed that there was no certainty or evidence that the contracts Guerrero was responsible for had been executed. Apparently, the institution was keeping the requested information about Guerrero completely confidential. "There is only a brief report of the young woman's activities," the outlet stated. However, Guerrero reportedly collected her fees.
For its part, the UIS told Semana that the details regarding the scope of the contracts were "confidential."
"Please note that access to this information is only permitted with the express consent of the contractor or by court order , so the university is not authorized to provide it directly to the petitioner," the educational institution responded.
