Miguel Treviño: Legal setback puts him on the brink of disqualification

The political future of Miguel Treviño de Hoyos, former mayor of San Pedro Garza García, is becoming more complicated. A judge has dismissed an injunction that protected him, opening the door for the municipal Comptroller's Office to reopen an investigation against him that could lead to his disqualification from holding public office.
A new chapter has opened in the legal saga facing Miguel Treviño de Hoyos, former mayor of San Pedro. A federal judge has ruled against an injunction the former official had filed, effectively removing his legal shield and allowing the San Pedro Comptroller's Office to proceed with an investigation into him for alleged irregularities during his administration.
This ruling significantly increases the risk that Treviño will be sanctioned and even barred from holding public office in the future, a scenario that reshapes the political landscape of Mexico's wealthiest municipality ahead of the 2027 elections.
At the center of the controversy is the case of Javier de la Fuente, who served as Secretary of Urban Development during the Treviño administration. In June 2024, a judge from the Administrative Court of Justice (TJA) ordered De la Fuente's dismissal following a complaint from residents alleging irregularities in the Las Calzadas subdivision.
Despite the court order, Treviño allegedly allowed De la Fuente to continue in office, citing an "interpretation" of the ruling. This action was reported to the municipal comptroller's office as contempt and obstruction of justice.
"The mayor was obligated to comply with the judge's order and act accordingly," said Rubén Salinas, the plaintiffs' attorney, who argues that contempt could result in Treviño being banned from office for up to 20 years.
To protect himself from the Comptroller's Office's investigation, Miguel Treviño filed an injunction. However, the recent court ruling dismissed the injunction, meaning the municipal department is now free to reopen the case and, eventually, refer it to the Administrative Court of Justice for the imposition of appropriate sanctions.
The San Pedro Comptroller's Office has already forwarded the case against Treviño and four other former officials to the TJA, indicating that the process is moving toward a possible sanction.
This legal setback comes at a politically sensitive time. Treviño, an independent who broke with the two-party system in San Pedro, has been seen as a possible contender for future positions, including a return to the mayoralty in 2027. A disqualification would permanently thwart his political aspirations.
The situation has been closely followed by the PAN, the main opposition force in the municipality, which, although it has moderated its direct attacks, sees Treviño's legal crisis as an opportunity to regain power.
Miguel Treviño's case highlights the tensions and scrutiny faced by former public officials in Nuevo León. While his legal defense prepares for the next steps, the shadow of disqualification looms over one of the most disruptive politicians on the local scene in recent memory.
