Democratic Center Senator María Fernanda Cabal filed a complaint with the Attorney General's Office against Juliana Guerrero, advisor to Interior Minister Armando Benedetti. Guerrero has been in the spotlight for allegedly using police aircraft for personal purposes.
Cabal maintains that neither the DAPRE nor the Police have reported any employment relationship between Guerrero and these entities and that, constitutionally, there is no legal authorization that allows her to perform duties other than those required of her as a public official.
For this reason, the complaint filed reads: " Analyze the reprehensible acts committed by the official Juliana Andrea Guerrero Jiménez, the subject of this disciplinary complaint, and determine whether there was a violation of the duties and prohibitions enshrined in articles 38 and 39 of Law 1952 of 2019 (Disciplinary Code)."

And he adds: "If the disciplinary offense is proven, the appropriate sanctions will be imposed against Juliana Andrea Guerrero Jiménez, pursuant to the disciplinary powers of the Attorney General's Office."
The Attorney General's Office opened an investigation into Guerrero's trips. The Attorney General's Office has decided to open a preliminary investigation into yet-to-be-determined officials from the Ministry of the Interior, seeking to determine whether advisor Juliana Guerrero used a police plane for personal purposes. The flight in question is from Bogotá to Valledupar.
The oversight body began a process on Tuesday to review who may have been involved in this conduct, which, if confirmed as improper, could lead to disciplinary sanctions.

"To order the opening of a preliminary investigation into those responsible for the Ministry of the Interior, for a period of six months, in order to verify the actual occurrence of the aforementioned events; the determination of the disciplinary-relevant facts; and the identification of the alleged perpetrators, in accordance with the provisions of the grounds of this ruling," the four-page document states.
The document, dated July 14, is signed by District Attorney Martha Patricia Rincón, who based her decision on a journalistic investigation conducted by Noticias Uno. The investigation reported that the police plane, registration PNC-0242, was used on June 19, although further details were not disclosed.
As a preliminary test, the delegate ordered an inspection of the Ministry of the Interior facilities, where Juliana Guerrero works. She also requested a report on the reasons for the trip to Valledupar, including the identification of the crew, their family members (if any), and the number of the police agreement for such trips.

A copy of the official's appointment and tenure, as well as proof of length of service, salary earned, last residential address, and email address registered on her resume, must also be submitted to Rincón's office .
In addition, the certificate of the position currently held in the Ministry, headed by Armando Benedetti, must be attached, and indicate whether said position has a higher rank than that of the Secretary General of that portfolio.
