Juliana Guerrero case: two other degrees allegedly issued irregularly by the San José Foundation; Ministry of Education announces investigation
The Ministry of Education ordered the opening of an investigation against the San José University Foundation , its directors and legal representatives to verify the alleged non-compliance with provisions established by law.
Apparently, at least three university degrees (including Juliana Guerrero's) were issued without meeting the requirements.
The order was given by the Minister of Education, Daniel Rojas, through Resolution 021551 of November 10, 2025. This comes after the Group for Preventive Measures to Public Education Institutions visited San José on September 22.
Juliana Guerrero would not be the only one who obtained the title irregularly. In the report documenting this procedure, the team states that "irregularities were found in the cases of three students from the institution."

According to the document signed by Rojas, two of these students allegedly obtained their degrees without taking the state exam (a crucial requirement for graduation). The other student allegedly obtained the degree, but with an exam date after the date the degree was issued, as shown in the documents.
Who will be investigated within the San José Foundation? In detail, the Ministry of Education ordered an investigation into the institution, its directors, legal representatives, advisors, administrators, auditors, former general secretary, or any person who has exercised administration and/or control of the institution.

It should be remembered that the San José Foundation dismissed the former general secretary, Luis Carlos Gutiérrez Martínez, and his direct work team for being linked to the irregular issuance of Juliana Guerrero's title.
The official in charge of carrying out the procedure and to advance the administrative sanctioning process will be Dr. Emilio Esneider Forero Beleno, a specialized professional from the Sub-Directorate of Inspection and Surveillance of the Ministry of National Education.
The San José Foundation annulled Guerrero's degree: they verified that he did not attend classes The announcement of an investigation into San José University comes just three days after the institution revoked Juliana Guerrero's degree. The decision was made after no record of the 22-year-old's academic activity was found.
"The review of Juliana Guerrero's academic record in the institutional systems did not show any record of academic activity, participation in classes or evaluations on the virtual platform, both in the Technology in Accounting and Tax Management program and in the professional program of Public Accounting," they stated on November 7.
In addition, the University Foundation initiated criminal and disciplinary actions against some of the directors.

The irregularities in the degree of the young woman, who is close to President Gustavo Petro and Interior Minister Armando Benedetti , escalated to the point that she no longer aspires to the position of Vice Minister of Youth (a position that caused public attention to focus on her resume, after Jennifer Pedraza's public complaints), she told Cambio magazine.
" I have no interest in government positions. Right now, all I want is to clarify my academic situation ," the young woman said.
