A security advisory draws attention to risks in the country. Depending on the risk assessment, recommendations for travel restrictions or travel abstinence may be issued.
A travel warning means that there is a concrete threat to life and limb in the destination country or border region. If only a specific region of a country or territory is affected, the Federal Foreign Office issues a partial travel warning . A travel warning is to be understood as an urgent appeal to refrain from traveling to a country classified as dangerous.
A travel warning is issued when a threat to life and limb is deemed to exist in the destination country. This includes, among other things, wars and terrorist attacks, but also natural disasters and epidemics. The decision by the Federal Foreign Office to issue or lift a travel warning always depends on the circumstances and developments on the ground. The security situation is reassessed daily, and any travel advisories or warnings are updated accordingly.
Travel warnings issued by the Federal Foreign Office do not constitute a travel ban. The decision whether to travel to a country whose security status is classified as critical by the Federal Foreign Office is the responsibility of the traveler. However, the Federal Foreign Office may request Germans living abroad to leave the country.
If a trip is canceled, it must be clarified on a case-by-case basis with the tour operator or transport company whether and to what extent costs for transport and accommodation will be reimbursed. Ultimately, the decisive factor is always the current legal situation, not the assessment of the security situation by the Federal Foreign Office. If the Federal Foreign Office has issued a travel warning for a country, "force majeure or a significant threat" is recognized under current law.
